UK Councils Intend to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a latest study of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in the UK reported that six out of ten of local authorities are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously come under fire for selling public land and open spaces to shore up their finances, but they argue they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a significant number of councils attempting to raise money from a quick sale of assets marked “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would prioritise restructuring services and utilising financial reserves to weather increasing fiscal pressures.”

Specific Cases of Planned Sales

One local authority in Kent said its property management strategy included the disposal of a retail complex in a local town and a community venue in Rochester to raise £20m over five years.

  • A local golf course and business parks held in two English counties, which all provide rental income for Medway council, will also be disposed of under the plan.

Local Levy Rises and Broader Fiscal Strains

This research of councils in the coalition, which covers several urban centers, further found that over seven in ten of councils will need to increase council taxes next spring to address the growing cost of core provisions, higher levels of homelessness, and a persistent housing shortage.

The authority said it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both improved services and cost efficiency,” said Vince Maple.

He added: “There are demographic pressures which will persist to increase the strains we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

National Patterns and Projections

A survey of county councils this week also found council budgets being stretched by the increasing figures of children and adults needing Send support.

The County Councils Network said that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Ministers have put off scheduled changes to the Send system until next year after a white paper outlining those changes has been postponed.

Deprivation and Financial Shortfalls

Based on the latest indices of deprivation (the Index of Multiple Deprivation) for English councils, many key cities members were included in the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the 2025 deprivation indices,” said the report.

“Although only a single urban area is among the top 10 for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of England. The data highlights the extent of difficulties facing local leaders across major urban centers in the coming year,” the report concluded.

“Council officials have been explicit about the necessity for a equitable and lasting financial structure that accounts for and responds to the real levels of disadvantage and need,” said Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

One in five of councils have cut or compromised social care provision in the last year, the study revealed.
